The member Authorities of the Indian Ocean Memorandum of Understanding (IOMOU) on port State control launched a Concentrated Inspection Campaign (CIC) on “Crew Wages and Seafarers’ Employment Agreement (MLC)”. Inspection campaign from 1 September, 2024 and continued till 30 November 2024, conducted simultaneously with the Paris MoU, Tokyo MoU and other interested MoUs to check the conditions of the employment for seafarers, their working and living conditions, health and safety
and welfare of the seafarers’ onboard ships, are in conformity with the relevant provisions of MLC and the applicable requirements of the flag State and to raise awareness of shipowners, operators and seafarers on the specific requirements that the CIC will address.
During the inspection campaign of three months period, member Authorities of the IOMOU inspect within the resources available, as many ships as possible regardless of the type in conjunction with the routine port State control inspections. A ship shall be subjected to only one inspection under this CIC during the period of the campaign.
Port State Control Officers (PSCOs) apply a questionnaire developed by the Tokyo MoU and Paris MoU, listing selected areas to be covered during the inspection campaign, which includes to confirm that the master and officers are qualified and familiar with essential shipboard procedures, operations and that equipment is properly maintained and functioning.
Deficiencies found during the inspection campaign are recorded by the PSCOs and actions may vary from recording a deficiency and instructing the master to rectify it within a certain period of time, or detaining the ship, until serious deficiencies have been rectified.
The results of the campaign shall be analysed and findings shall be presented to the IOMOU Committee for submission to the International Maritime Organization.
